The Ministry of communications asked 18 billion on import substitution software

The Ministry of communications and mass communications has prepared a list of projects on import substitution in the field of software and sent it to the Ministry of Finance and economic development.

According to the newspaper Vedomosti, the Ministry expects the earmarking of funds to be transferred to the Fund for support of Russian software. The head of the Ministry Nikolai Nikiforov said that the Ministry of communications requests 18 billion rubles, although initially it was about projects for a total amount of 24 billion rubles. According to the Minister, in the preparation of applications for allocation of funds was attended by about 400 companies.

Nikiforov noted that the source of funding of projects can be anti-crisis Fund of funds. This will solve the economic bloc of the government. The sources may be different. “But we believe that this is one of the most important infrastructure investments in import substitution”, – said the Minister.

It is noted that we are talking about implementation of projects in the long term. As explained Nikiforov, the application of the Ministry means that 18 billion rubles will be paid in the next 3-5 years.

Full list of projects selected by the Ministry of communications has not yet made public, but it may include such projects as the creation of the family domestic office programs; corporate platform on the basis of domestic operating systems; a project to create management tools cloud infrastructure and virtualization; cloud platform for corporate, banking, public sectors. Among the candidates also listed the project on development of advanced mobile operating system based on Tizen and Sailfish.

Recall that the idea of creation of Fund of development of the domestic software appeared last year and was approved by Vladimir Putin. In April the Ministry of communications approved a plan of import substitution software.

According to this plan, by 2025 the share of imports of the software shall not be more than 50%. At the moment the share of import client and mobile OS is 95% of server OS – 75% of database management systems – 86%, management tools, cloud infrastructure and virtualization – 93%, and custom office software is 97%. At the same time, the volume of imports of business applications (ERP, CRM, BI) should be reduced from the current 75% to 25%, anti-virus – from 60% to 40%, and Internet services used in a corporate environment (email, browser), from 50% to 10%.
