FAS has demanded from “big four” operators to abolish roaming charges in Russia

The Federal Antimonopoly service (FAS) issued an order to mobile operators “Beeline”, MTS, “MegaFon” and Tele2 to abolish roaming charges within Russia. This is stated in the message Department.

“FAS Russia has established signs of infringement of item 6 of part 1 of article 10 of the Law on protection of competition, which resulted in the establishment and maintenance of different tariffs for cellular services in the home region and travel around Russia”, – stated in the message of FAS.

According to the warning, the Telecom operators have to change the rates for services in travel, eliminating unfounded differences, within 14 days of receipt of the notice. It is noted that maintaining different tariffs for cellular services in the home region and the travel in Russia is neither economically nor technologically justified.

“Operators of the “big four” offer subscribers four different categories of tariff proposals that meet the different price possibilities. The more expensive tariff plan of the subscriber, the less a subscriber for the difference in tariffs for mobile services and home visits,” says the Agency.

In MTS, “Beeline” and Tele2 declined to comment. In “the Megaphone” did not respond to a request.

In March 2017, the FAS launched an investigation against Telecom operators for installation of roaming prices. According to the authority, the concept of intranet roaming should not exist “neither regulatory nor in fact”.

Earlier head FAS Igor Artemyev in an interview with TASS said that the Agency will achieve the abolition of national roaming in Russia. Now Russia has a national and on-net roaming, and a separate roaming in the Crimea. Intranet roaming is valid within one network on the territory of the whole country and different regions. National roaming is valid when the network provider is not in any region.
