Alexei Volin said that Roskomnadzor will not be able to completely block Telegram because of Pavel Durov has all the resources to prevent it, reports TASS.
During his working trip to Rostov-on-don the Deputy Minister for digital development, communications and mass communications of Russia commented on the Telegram lock.
“Completely today, in principle, impossible in the Internet to block anything. If the person you block, has a sufficient number of intellectual, material and IT resources, a major player in lock state to avoid. This is the reality with which we must live”, — told reporters Alexei Volin.
Talk about the possible unlocking Telegram began after the messenger has introduced a new privacy Policy. It authorizes the intelligence information about users who are suspected of terrorism.
In Roskomnadzor praised the fact that the Telegram coming to the States, but said that the messenger doesn’t unlock, while the FSB will not receive the keys to decrypt the messages.
After that Pavel Durov stated that the updated privacy Policy does not apply to the Russian special services, because they interfere with the service to operate normally.
