For the use of “gray” mobile citizen of the Russian Federation will have to pay a fine of 3 to 5 thousand rubles, with confiscation of illegal means of communication. For officials the penalty will make from 15 to 30 thousand roubles with or without confiscation, but for legal persons with a fine of from 60 to 300 thousand rubles. with confiscation or without it.

The government noted that the current fines do not contribute to the prevention of administrative offenses.
