The information was announced at a meeting with fraction “United Russia” in the state Duma.

Requests made to departmental regulations require officials to use foreign software, said the official. Nikiforov said that civil servants carry out the typing font using Times New Roman and send documents in the format .doc. This fact prevents the import substitution in the sphere of high technologies, he said.

“I would like all my colleagues-employees — state, municipal — to guard against the use of existing platforms for messaging, public order duty”, — said Nikiforov.

According to the head of Department, data that is transferred with the help of these messengers, are regarded as public. Therefore, civil servants have the right to transfer only the open information, the transmission of other types of data is prohibited. “It will be at least a violation of official instructions, and theoretically may result if this is a breach of, God forbid, state secrets — a pretext for a criminal case”, — said Nikiforov.
