In June 2015 the Ministry of communications announced the winner of the best import-substituting projects. “Rosa” expected to receive $ 2.5 billion for the creation of the operating system. But while the company, which shall allocate 18 billion among the winners, not created. In addition, it is unknown where the Ministry of communications will take the promised money.
