As it became known, the Prosecutor General’s office gave the address of the Internet shops are found by Rossvyaz, in the Federal service. Also the Prosecutor General’s office will monitor the CPS’s consideration of this information. Historically, means of communication prior to use in Russia should undergo mandatory certification. But since 2005, for cell phones and other subscriber devices certification was replaced by the provision of manufacturer declarations of conformity, for processing which meets the Federal communication Agency.
“Such a Declaration would confirm that the device complies with the requirements of the Russian system of communication and does not interfere with its functioning, – has told Cnews the representative Svyaznoy Maria Zaikina. – In addition, the Declaration spells out all the technical specifications of the device, in particular, on what frequencies it works. This can be important from the point of view of consumer qualities of the goods. For example, if you stated that the device supports LTE, so it should work in the Russian 4G frequencies. If the Declaration is not, then the device is not intended for sale in the territory of a particular country and, for example, may not have part of the functions of interest to the user”.
In the registry of the Declaration of conformity cell teelfonov posted on the website Rossvyaz, there are no popular Chinese manufacturer Xiaomi. Another well-known manufacturer OnePlus have the Declaration for only one model, the OnePlus One.
According to estimates of “Euroset”, one of those phones that is sold online (except for online stores with offline-points), from 50% to 100% is machines that do not have declarations.
“Accordingly, they have no confirmation of the legality of the importation, and with them the taxes are paid, – said the representative of “Euroset” Ulyana Smolskaya. – Some phones are sold under such schemes, are not adapted for the Russian networks. Why the whitewash of this segment of the market will be good for everyone, and for official retailers and buyers”.
At the same time, the seller is not obliged to have in each trade Declaration of conformity and certificates for all the products they offer. The law requires the seller to provide such documents upon demand to the buyer by courier or by e-mail.
