A group of deputies of the faction “Fair Russia” introduced to the state Duma a bill on the abolition of internal roaming in Russia. The document is published in the database of the lower house of Parliament.

The head of the faction Sergei Mironov said that “domestic roaming was introduced in the country under the pretext of compensatory measures cellular companies, which initially were forced to carry out connections through a single nationwide operator and carried in connection with these additional costs.” But today, this mechanism is rarely used, so that the charge for domestic roaming has become an anachronism. Not to mention its redundancy”, — he added.

“Payment of telephone connections between subscribers within the territory of the Russian Federation is carried out by a single tariff of services of the relevant operator, regardless of location within the territory of the Russian Federation as the calling and receiving subscriber”, – draft amendments to the law “On communications”.

As an example, the initiators of the project lead the abolition of roaming in the European Union of 15 June 2017. Mironov’s opinion, the abolition of roaming will increase the availability of mobile communication and make the operators ‘ tariffs more transparent.

“The abolition of national roaming charges will promote the development of market relations, more active involvement of the subscribers when using the service operators, will increase the level of transparency in this area and make pricing understandable to subscribers”, — stated in the explanatory note to the document.

Earlier it was reported that the Federal Antimonopoly service intends to exclude from legislation the concept of domestic roaming. “We believe that it should not be”, – noted the head of Department Igor Artemyev.

If the amendments of deputies adopted, the new rule will come into force on 1 January 2018. For this purpose, the document must pass three readings in the state Duma, and also get the approval of the Federation Council and the signature of the President of Russia.
