The state Duma adopted the bill on blocking VPN and anonymizers in Russia

The state Duma adopted in the third reading the draft law on the prohibition of bypass locks by using anonymizers and VPN. For the bill voted by 373 deputies, against — two, two abstained.
The document obliges owners of VPN services and anonymizers to cooperate with authorities and limit the access addresses from the register of banned sites. For failure to comply with the requirements of the services violators face lock.
The document stipulates the requirement for foreign messengers to identify Russian users: they will have to sign a contract with local operators to identify subscribers.
Note that for local messengers, the document provides for more lenient rules: they will be “entitled to carry out identification of the user by determining the subscriber number without a contract”.
In the first edition of the bill the responsible body for the identification of anonymizers and VPN services to designate Roskomnadzor. However, for the second reading, the authors chose as the responsible authorities of the FSB and the interior Ministry.
Roskomnadzor in the new version of the bill must identify the service provider from which are anonymizers.
The bill submitted to the Duma in June 2017. He also proposes to abolish the current Russian 2014 roster of bloggers because of its inefficiency. After adoption by the state Duma, it must be approved by the Federation Council and signed by the head of state. In this case, the law will come into force on 1 November 2017. The norm on the simplification of the registry of bloggers will come into force from the day of official publication of the law.
