The Ministry of communications of the Russian Federation has prepared a draft government resolution “On amendments to the rules of connection of networks of telecommunication and their interaction”, the anti-spoofing numbers Telecom operators and limitations on the transfer of “grey traffic” on the telephone network. This is stated in the message of the Ministry.
“In order to limit the practice of substituting the numbers, the draft resolution of the government of the Russian Federation will oblige all operators in an unaltered form to transmit reliable information about the number of a subscriber initiating the call”, – stated in the message. The Ministry stressed that the project does not involve a direct ban Skype or similar services, and such prohibitions do not plan to enter.
The Ministry notes that at present widespread illegal scheme establish a connection with the substitution of the caller, it uses a transformation of the data while it is transmitted over the Internet. The volume of international traffic in the Russian Federation on such schemes can achieve different operators from 10% to 60%.
Large-scale use of technologies spoofing caller carries the threat of socio-economic nature, but also creates threats to the security of society, the document says. This substitution complicates the work of law enforcement. Substitution also leads to interference and breaks in connections.
“Because of the substitution of numbers cannot correctly identify the caller’s number. … Substitution also gives third parties access to phone calls, … allows you to transmit on behalf of insurance companies, banks and other organizations, false information, enter subscribers in confusion. There are cases of write-off of subscription fees after invoking a bona fide subscriber the subscriber’s swing number,” explains the Ministry of communications.
Fraud when sending SMS spam, including spam imposed on advertising, help criminals to avoid punishment of the real numbers, which spread spam, said the Ministry.
