The Ministry of communications intends to use smartphones to commit violations of traffic Rules. This statement was made by the Minister Nikolay Nikiforov.
The issue of bringing offenders to administrative responsibility on the basis provided by the citizens of the videos was discussed at the meeting of the Presidium of the State Council in Yaroslavl under the chairmanship of Vladimir Putin. Officials of concerned departments said that already prepared a draft of amendments to the existing legislation, and soon they will be submitted to the state Duma.
According to Nikolay Nikiforov, the Russians are about 60-70 million smartphones.
“They can in high quality video shoot, to locate, to ensure that this material has not been changed. There are also a significant number of video recorders installed in cars that do not have this feature. Any materials not provided to the competent authorities, traffic police will have to defend in the courts the legitimacy and legal value of the digital framework that was presented. We are ready to use videos where you can clearly identify the author of departure and the place of the crash, dangerous driving or specific violations, and cannot guarantee the permanence of these materials. Today we are fully prepared to do so on the basis of smartphones,” – said the Minister.
According to Nikiforov, the Russian citizens can be involved in this process since fall of 2016. Note that special software designed for mobile devices. For example, the mobile application “public inspector” now allows you to send in traffic police of the Republic of Tatarstan reports and videos attesting to administrative offences in the field of road traffic.
In Moscow last year launched a service for smartphones, which allows each resident to become a Parking inspector. Anyone with the mobile app “Assistant of Moscow” will be able to deal with the illegal Parking.
The camera app in automatic mode detects violations of the rules of Parking charges. Any participant in road traffic who noticed the vehicle of the offender may take a picture of it, and recorded material will be sent to the relevant authorities for a ruling on the owner of the car.
