The Ministry of communications did not support the Medina plans to penalize users for downloading pirated content

The Ministry of communications does not consider it fair to penalize Internet users in Russia for downloading and viewing pirated content. This was stated to journalists by the head of the Ministry Nikolai Nikiforov.

“We do not support, we believe that it is unfair,” said the Minister on the sidelines of the Gaidar forum.

Deputy economic development Minister Oleg Fomichev said that the collection proposed by the Ministry of culture of the fines “readministered and impossible.”

“[The fines] user is just readministered impossible. It is necessary to fight by the sites and pirates, with users all over the world, no one learned still OK to fight,” — said Fomichev.

In Russia since 1 August 2013 there anti-piracy law, which allows out of court to block pirated content. The holder goes to court, he is taking security measures and prohibits the owner of the Internet resource to extend the copyright. If the site refuses to remove the content, Roskomnadzor requires Internet providers to restrict access to the resource.

Last month, culture Minister Vladimir Medinsky told about the preparation of his Department measures to tighten anti-piracy legislation. The possible introduction of fines for downloading pirated content, he called one of the discussed measures. The basis is the example of Germany, where the penalties for downloading pirated content reaches 1000, then said Medina.
