The messengers in Russia will have five days to register Roskomnadzor

Messengers wishing to work in Russia, will give 5 days for registration in Roskomnadzor. If registration will not happen – the service will block for Russian users. These changes are contained in a new draft law on the regulation of messengers.
As reported by “Izvestia”, the amendments to the laws “On information”, “On communications” and the Code of administrative offences was developed Mediacommunications Union and Roskomnadzor. In the legislation it is proposed to make some new definitions. In particular, the messengers, the bill defined “information and communication services instant messaging”, social networks — as “information-telecommunication services of social communications”. The bill obliges owners of messengers to register in Roskomnadzor within five days after sending appropriate notification to the Supervisory authority.
According to the explanatory Memorandum to the bill the owners of the messengers will have to fulfill the identification requirements of users through operators; preventing mass mailings, and information distributed in violation of the law; to ensure the privacy of transmitted messages; sending messages at the initiative of Federal Executive bodies.
If the messenger does not fulfill the requirement of Roskomnadzor to register in Russia or identify users, according to the court, he can be blocked. For failure to comply with legislative requirements on the owner of the messenger can be fined: for individual persons from 3000 to 5000 rubles; for officials — from 30,000 to 50,000 roubles; on legal entities — from 800 000 to one million.
Operators will be obliged to identify SIM card users through the website services, or using qualified electronic signature, or through personal account on the website of the operator. For the provision of communication services to anonymous users operators will be fined: officials — from 10 000 to 50 000 rubles; to legal entities — from 200 000 to 300 000 rubles.
Also introduces liability for sellers of SIM cards without authority from the operator to sell — that is for those who distributes or sells SIM cards near the metro. For individuals — from 2000 to 5000 rubles; for officials — from 10 thousand to 50 thousand; for legal entities — from 100 thousand to 200 thousand rubles. In all three cases, “with confiscation of identity modules, or without that”.
