The media companies invited to get Netflix to show Russian films

Media and communications Union (MKS) has prepared amendments to the law requiring online cinemas to show at least 80% of the content in Russian and at least 30% video, produced in Russia. On Wednesday, March 2, told “Vedomosti” with reference to representatives of the ISS.

Under the amendments, online cinema by default should not show pirated content. To control the operation of the service, according to the authors, should the appointed Executive authority. He will be able to request the resource in a period of 15 days to correct the violation. It is assumed that if a service does not eliminate the violation, it can block in territory of Russia. The regulator also will have the right to sue lock video services that violate Russian laws.

In addition, the project developers propose to prohibit foreigners to own and manage video services throughout the country.

The ISS is composed of representatives of operators and media companies — “Rostelecom”, “Megaphone”, “Vympelcom”, MTS, “Ayr Telecom”, TTC, CTC Media, “Gazprom-media” and “National media group” (NMG).

The amendments affect video services, which themselves determine what content to show, and not allow users to upload content that is stated in the project document. On services where the content load the users themselves, these rules will not apply.

Changes will be made to the laws “On communication”, “On state support of cinematography” and “Information and information technologies”, as well as to the Administrative code. If the document is adopted, it will enter into force on 1 January 2017.

9 February Roskomnadzor has instructed ISS to develop proposals for the regulation of video service Netflix in Russia. A week before the orders of the Deputy Minister of communications and mass media Alexei Volin said that the service would have to obtain a license of the broadcaster or the media.

Netflix started to work in Russia on 6 January. The subscription costs between 649 and 949 rubles a month.
