The investigative Committee ordered the app for Internet monitoring and prediction of crimes

The investigative Committee has announced a tender for the creation of an application that can predict illegal actions. Predictions are supposed to do on the basis of information from social networks and media.

Automated information system must collect information, conduct its linguistic and statistical processing and to build a timeline, making the date of publication, the author, his sex and age, the tone of messages and the type of source, RBC reports. As stated in the documentation, hosted on the public procurement portal, the system also needs to show which region is the most problematic.

Threat analysis should be conducted on the basis of monitoring 35 000 media. In the media list includes 1 500 Federal publications, 7500 regional publications, news agencies 500, 25 000 online publications, as well as 125 main TV channels and radio stations and at least 600 foreign media. In the tender it is especially emphasized that the system should allow to see the stories of “the First channel” “Russia 1”, TVC, NTV, REN-TV, “the 5th channel” and “Rain”.

Another source of information are records in the blogosphere. It is expected that the database will be continually updated with messages from “Vkontakte”, Facebook, Twitter, Instagram and others. Between the posting of messages or news and upload messages into the database should be done from 5 minutes to one hour. “Every message (post, tweet, write, comment), processed by the system during the dynamic monitoring shall be maintained in the system and remain available to the user even if the original message was deleted from the source or blocked by the administration of the Internet site on which it was placed”, — stated in the tender.

The main purpose of the system — a message classification according to the degree of threats and predict crimes. The system must automatically generate feed messages, which contain signs of crimes under article 282 of the criminal code “incitement of hatred or enmity, and humiliation of human dignity” (the so-called extremist article). The system should be able to follow individual authors, form files on them, and to show changes in the level of threats.

The app should work both on computers and on smartphones with operating systems iOS, Android, Symbian, BlackBerry and Windows. Under the terms of the tender offer should be developed by the subsystem, which will inform about the most important events: it should be used on large-format screens (16:9) and iPad.

The project is expected to spend nearly 2.4 million rubles.
