The Federal Antimonopoly service (FAS) of the Russian Federation will check the mutual operators in the provision of services in roaming. This was stated by Deputy head of FAS Anatoly Golomolzin. At a meeting in the office, all mobile operators were required to submit reports of their willingness to give up this income. Plans to abolish intra-network roaming in the second quarter of 2017, and the national in the third quarter.
Head of wireless technologies Department, J’son & Partners Consulting Vitaly Solonin said that mobile operators may face with difficulties, following the decision of the authorities on the abolition of national roaming in Russia. According to him, the simplest step will be the abolition of intra-network roaming. “It’s when a caller arrives at some other region of Russia, is registered in the network of his operator and pays accordingly, at higher rates,” he explained.
According to the expert, national roaming in the first place for subscribers “BODY 2”, in which “the network is built in all regions of Russia.” If the subscriber of this operator is coming to the region where the network “BODY 2” no, he is adjudged to be in national roaming.
The most serious problem, in his opinion, is roaming in the Crimea. Solonin believes that the government has not yet made decisions on the abolition of roaming on the Peninsula.
Chief editor of “Criminals” Maxim Nikolayenko told the publication BFM that Crimeans use the services of the cellular operator “K-Telecom” having a contract with MTS, at the prices current in the Krasnodar region. “Our government say that the reason for [the high cost of services] precisely to the unwillingness of other mobile operators of Russia to meet and fully work in the Crimea”, — he said.
In early February, Deputy head of the FAS Anatoly Golomolzin said that in the period from July to September 2017 in Russia will cease to operate national roaming. He also noted that the price of cellular communication in the Crimea can be compared with the Russian already in the late first or early second quarter of 2017, i.e. in March-April. According to golomolzina, the abolition of national roaming should not lead to higher prices for cellular services.
