Russia has proposed to prohibit more than 10 mobile phone numbers per person

During a private meeting in the Public chamber, which was attended by representatives of banks and operators discussed the introduction of the limit of mobile numbers and SIM cards designed for one person. According to the source, in accordance with the provisional decision taken during the meeting, each Russian citizen will be allowed to have a maximum of 10 mobile phone numbers for all operators, which may be created a single system for monitoring the number of SIM-cards at individuals.

This initiative was organized by the Association of Russian banks, aimed in the form of restraint possible withdrawal scams from the accounts of mobile operators. According to the Association, for two summer months in a similar way with the cards of customers of large banks have been withdrawn several hundred million rubles.

The Ministry of communications said that the Russians are entitled to have as many SIM cards as you wish. According to assistant Minister of economic development Alexei Ulyukayev Elena Lashkina, this method will not solve the problem of fraud, as they will not be able to stop illegal sales of cards that could afford to create a mechanism for monitoring illegal financial operations.

The communications Ministry also noted that the amendments to the law “On communication” on the prohibition of the sale of SIM cards without a passport and passport data transmission service provider have entered into force over a year ago, and in the Civil code of Russia establishes the right of a citizen to have as many cards as guaranteed by the code. Instead of prohibitions need to focus on enforcement and to punish those who sell a SIM card without a passport.
