Putin asks to close the torrents in Russia to combat piracy

The Institute of development Internet (IRI) has prepared a revolutionary proposal to combat piracy over the Internet. The fight against illegal content on the Russian Internet in the next year may reach a qualitatively new level.

In a publication CNews was a project prepared by the Institute of development Internet (IRI) of the road map “Media and information”, which is an Annex to the long-term development of the Internet to 2025 Document contains proposals for the development of media and communication industries, which are expected before November 1, 2015 will be submitted to the President of Russia Vladimir Putin.

The developers of this roadmap have been “Media and communications Union” (supervisor – Deputy General Director of “CTC media” Sergei Petrov), cluster “RAEC/media” (Advisor – General Director Tvzavr Marina Shurygina, coordinator – the Chapter “of the Association of Internet video,” Alexei Byrdin.

In particular, the roadmap refers to the proposals for combating piracy on the Internet that needs to be implemented before the end of 2016, the Russian Institute for the development of Internet offers to make “Yandex” and Google to exclude from search results the main pirate sites and enter the judicial responsibility for legal entities for the use of the UDP traffic.

UDP is one of two transport layer protocols in TCP/IP stack on which the Internet works. Most modern torrent clients use UDP for the exchange of pirated content. It sends data packets and does not require delivery confirmation, allowing you to accelerate the exchange of data. This Protocol is also used for audio and video broadcasting via IPTV and voice over the Internet.

Interlocutors among Internet providers not enthusiastic about such initiatives. “In Russia, the share in GDP from the activities of rights holders is negligible, we do not have such quantity of content in both the U.S. and abroad, our content is not bought, says a source in one of the major Telecom operators. And if the media industry will begin to prohibit the use of standard protocols, such as the extractive industries Norilsk Nickel, Transneft or “LUKOIL” – it will look at least strange.”

In addition, the rights holders want to require Internet search engines to exclude from search results the main pirate sites, which were seen in copyright infringement. Will be drawn up a black list of sites whose pages will be difficult to find in the search. In “Yandex” such proposals do not agree. “We believe that at the moment owners who have all necessary legal tools to combat illegal content, – said the press service of the company. – If illegal video will disappear from the website then the link disappears from the search”.

Initiatives will be implemented before the end of 2016.
