The requirement for the disclosure of keys to decrypt messages contained in the bill of Spring, adopted on June 24, the reading by the state Duma. The founder of social network Vkontakte and messenger Telegram Pavel Durov said that he would not comply with the requirement of bill Spring, which prescribes to give the keys to security services.
“Telegram does not give the data or the encryption keys to third parties, including the government, — said Pavel Durov in comments to Izvestia. — Laws passed in individual countries will not affect this policy.”
All messages sent via Telegram are encrypted and stored on servers of messenger. There are kinds of encryption. When you create a so-called secret chat messages are encrypted in the encryption type end-to-end, i.e. messages are passed between two users directly, bypassing the server, with each message encrypted.
On 24 June the state Duma in the second and third readings adopted the anti-terrorism bill introduced in the state Duma Deputy Irina Yarovaya and Senator Viktor Ozerov. The bill requires organizers of information dissemination in the case that encrypts messages to provide intelligence data that will allow to decrypt such messages. This waiver provides for a fine of up to 1 million rubles.
As noted by independent lawyer Anton Bogatov, the law does not provide for a lock resource.
“To penalize a company that is not registered in Russia, will not work. But it is very difficult. And it is unlikely that someone will do it, — Anton Bogatov. — It will be sluggish to fight and say that he is a “bad man” — and he and Telegram”.
Bogatov has noted that the Russian justice system is “plastic” and block the service by another law, “On information, information technologies and communication…”, but even that may not bring results. Telegram works in the App Store, and to block need to be included in the registry of banned sites Roskomnadzor IP to the company Apple or Google, whose app store is a Telegram.
