Mobile Internet in Russia will cease to be anonymous

In Russia you can’t buy nameless SIM card: all subscribers of mobile operators will be identified. New laws aimed at combating sales “.” in transitions, near the metro station and other places distributing them illegally.

For each anonymous user, operators will have to pay a fine, and for the distribution of SIM cards near the metro station will be fined sellers. ISS and Roskomnadzor has prepared the relevant amendments to the laws “On information”, “On communications” and the Code about administrative offences.

As found “Izvestia”, Roskomnadzor together with the police revealed “numerous facts of distribution SIM-cards in violation of the law, as well as providing communication services according to confirmed data about subscribers”. Today communication services can be provided only under the agreement of the operator with the subscriber. But the Treaty can enter into the individual entrepreneur or legal entity.

The end of anonymity

Corporate subscriber receives a SIM card that is already connected to the network operator. However the mobile provider knows who designed “SIM”, but the user-specific data has not. Such SIM cards are most often sold in underpasses or near metro.

“Analysis of the illegal distribution of SIM cards has shown that more than 70% of the contracts are issued to legal persons, in the result of service connection, are not actually identified users,” – said in the explanatory note.

The bill requires all holders of a SIM card to pass the identification. This offers different ways – through the website services, using qualified electronic signature, via a personal account on the site operator.

Fines of up to 300,000 rubles

For the provision of communication services to anonymous users operators will be fined: officials — from 10 thousand to 50 thousand rubles; to legal entities — from 200 thousand to 300 thousand rubles.

Also introduces liability for sellers of SIM cards without authority from the operator to sell them. For individuals — from 2000 to 5000 rubles; for officials — from 10 thousand to 50 thousand; for legal entities — from 100 thousand to 200 thousand rubles. In all three cases, “with confiscation of identity modules, or without that”.

The official representative of MTS Dmitry Solodovnikov said that his company supports the stricter rules of the sale and control.
