In the bill on regulation of messengers in Russia added paragraph about possible blocking of service access for communication to individual users. It is reported Vc.ru with reference to the Deputy “Fair Russia” Oleg Nikolaev.
According to the MP, the document was approved in second reading without discussion, voted 365 deputies, against — one, with two abstentions.
The amendments introduced a rule that messengers are obliged “not to allow the transfer of electronic messages to users of the service instant messaging” procedure that will determine the government with the participation of the authorized body, the Roskomnadzor.
What information is requested to lock, the document is not specified. However, Nikolaev stressed that we are talking about blocking specific users.
“If somebody uses instant messaging for illegal activities, it should be possible for such activities to stop,” said the official, adding that the confidentiality of communications amendment will have no effect.
On 19 July the state Duma adopted in the second reading the draft law on the regulation of messengers. In the state Duma proposed to identify users of such services by phone number.
The third reading will consider the bill July 21, 2017. If it will, then it will be approved by the Federation Council and signed by the President, the law will take effect January 1, 2018.
