The Federal Antimonopoly service (FAS) is developing measures that will slow down the speed of access to the sites to offenders. It is reported RIA Novosti with reference to the head of FAS Igor Artemyev.
Last in the media appeared information that in the spring, the legislation could be amended to allow a court decision to slow down access to sites of the Internet companies that violate Russian legislation. And to spread this rule will not just for foreigners. Among the developers of the innovations of the FAS and Roskomnadzor.
“We do not deny that they are working on this topic. I told you that everyone who violates Russian law, will each time have a new adventure,” said Artemyev, making comments on the initiative.
“We are discussing this issue so far, but if necessary, this is not the last “adventure” that can wait violators of the decisions of the judicial acts of the Russian Federation”, — he added.
“It’s possible. Experts believe that it is possible,” he said, answering the question, feasible is this idea technologically. Answering the question whether the initiative is with the case of Google, Artemyev said, “Not only”.
Formerly a leading analyst of company Mobile Research Group called “crazy” amendments to the legislation that would allow the court to slow down access to the sites to offenders. Deputy Ministry of communications Alexei Volin believes that this idea is impossible – both from a technical point of view and legal.
Internet Ombudsman Dmitry Marinichev, in turn, said that the measure will not affect access to the websites of companies that violate Russian laws, will harm the providers, their reputation and financial stability. It will require major financial expenditures of the operators and will cause the dissatisfaction of subscribers due to slow working of Internet services, he explained.
