From 1 September in Russia comes into force the law “About the storage and transfer of personal data”. It requires all foreign companies that own email services, social networks or search engines, popular in Russia, to store personal information about Russian users only on the territory of our country. Foreign IT giants received this news in different ways: Apple, as it turned out, only thinking about the transfer to Russia of information about their Russian users.
How it all began
Specialists Roskomnadzor has conducted anonymous surveys among large foreign companies and found that most of them are to the transfer and storage of data in Russian data centers come fully prepared.
“On the question whether the company to comply with the requirements of law No. 242-FZ of September 1, 2015, 54% of the interviewed representatives answered in the affirmative, — quotes Riafan the representative office. — Another 27% said the possible incomplete readiness of the company to date, 19% said they are not ready.”
35% of survey respondents admitted that when transferring data from abroad, the most difficult is the monetary aspect. And another 24% of respondents complained about the lack of technical capacity for implementation of the law.
One of the first agreed with the requirements of the Russian authorities software company Microsoft, network Google, IT-giant IBM, the online trading platform eBay and PayPal. In addition, processing centers in Russia decided to create is different, however, over — payment system VISA, Mastercard, American Express and JCB. However, there were also those who went into denial.
Who can be against?
In the ranks of the “refuseniks” has recently appeared, for example, Facebook. Director of public policy this social network in Scandinavia, Central and Eastern Europe and Russia Thomas Christensen at the meeting with the head of Roskomnadzor Alexander Zharov said that the company refuses to transfer the personal data of Russians in Russia.
However, the representative of Roskomnadzor denied this information. However, other market participants store the data confirmed that neither of them heard that Facebook has announced a tender for the lease or construction of a data center in Russia.
About transferring data of their Russian users in Russia and Samsung is thinking. Despite the fact that last fall IT giants gave the year on the exercise of such a transfer, the decision of the Koreans took just now. In the media appeared information about the fact that now all the information about domestic Samsung users will be stored in the data center of the company DataPro, investor by Eugene Bogdanchikov, the son of the former President “Rosneft” Sergey Bogdanchikov. Thus, in Samsung to comment to the correspondent of the Federal news Agency refused.
Apple has gone far from competitors. Its representatives are only thinking about migrating to our country information about their Russian users. There is no information about what Cupertino going to follow the example of Samsung and Google and enter into a contract with the Russian data centers.
And still no problems
As told by an IT specialist Alex FET, serious problems at large technology companies with translation of information from users in Russia will not occur.
“Major companies such as Samsung, Apple and others, will not experience with it other problems, except cash expenses — said the programmer. — Technically more difficult it will companies such as Google or Windows, because they have a different data processing algorithm. The data in their system can float on all servers. That is, if the load is increased in Russia, they send it to another. Now they have no such opportunity. But I don’t think they will leave the Russian market.”
A similar opinion is shared by experts from the Department on combating intellectual piracy Adobe Systems. In their view, the amendments to the law will not affect normal users, difficulties will experience only those companies, which, by default, work with foreign servers or Russian companies whose servers are overseas.
