Authorities have set a timetable for the testing of the “law of Spring”, in which will be tested technology of data collection and storage. Test run expect to spend up to 1 August 2017, according to “Kommersant”, citing a draft proposal of the working group “Communication and IT”.
Thanks to these tests it will be possible to draw conclusions about the cost of implementation of the law. The tests have to participate a minimum of 10 operators and 5 Internet sites, which are “organizers of information distribution in the Internet”, the draft proposals of the working group.
According to sources, the operators were invited to test the implementation of “Spring law” on the territory of the 3-4 regions of the country. The interlocutor of the edition told that the test location will be determined by the state authorities.
Technical testing proposed to be held before August 1 this year, the results will be submitted to the government and the presidential administration. At the same time, the industry and trade Ministry, the FSB and the Ministry of communications, the experts proposed before October 1, approve the requirements to the communication equipment, which are necessary for the implementation of the “Spring law”, as well as the timing, volume and storage information Internet companies and Telecom operators.
Operators also want to pass on the budget costs for the implementation of the “law of Spring”. According to the cellular operators, it must lay the draft budget for 2018-2019.
Russian President Vladimir Putin signed a package of anti-terrorism laws in July 2016. According to him, from July 1, 2018, operators will be required within three years to keep the information about the facts of reception, transmission, delivery and processing of voice information and text messages. Also, operators are required to store images, sounds and videos. In the case of the request of the special services they will need to provide them with these data. The law comes into force in the summer of 2018.
