The authorities developed a draft law on mandatory identification of users of WhatsApp, Viber and iMessage

Roscomnadzor and the Ministry of interior launched an initiative to oblige the legislature through mobile messengers such as WhatsApp, Viber and iMessage to implement user authentication. About it reports the edition “Kommersant”, the disposal of which was the bill.

The law proposes to include the concept of “information-communication services instant messaging”, and “operators of dissemination of information on the Internet” will be required to provide software that allows you to identify the user.

According to the publication, the project was developed by Roscomnadzor with the participation of mobile operators. The representative of the Minister Vadim Ampelonskiy confirmed information about the involvement of Roskomnadzor to develop new amendments. According to the second interlocutor of the newspaper, the bill was initiated by the interior Ministry. There is the request for publication is not answered.

The publication notes that the amendments on messengers may be included in a new bill on changes to the mobile operators. In addition, the document provides penalties for the illegal sale of SIM cards and the possibility to conclude agreements on the provision of communication services to subscribers via the Internet.

Last summer a similar bill on compulsory identification of users of instant messengers and email services presented Mediacommunications Union (ISS), which includes the largest Russian Telecom operators. However, the initiative was criticized by members of the Internet industry and the working group “Communication and IT” of the expert Council under the government for violating the constitutional rights of citizens to privacy of correspondence and privacy.
